The
goal of these recommendations is to advance efforts by
the Commonwealth, its localities and other stakeholders
in sound planning for the use of groundwater. The
Rappahannock River Basin Commission (RRBC) recognizes
that groundwater and surface water are interrelated and
any actions taken must be done so with the
acknowledgement of that reality. The advancement of
groundwater planning capabilities must also recognize
that water supply planning is but one element of water
resource planning and that although water supply
planning is critical for both public health and economic
reasons it should be pursued as a part of a larger water
resources planning process.
As
planning for the use of groundwater advances the RRBC
considers that essential outcomes include the
improvement in the ability of each locality to make
larger locality-wide decisions about its water resources
and to have enough data that when proposals are made for
new uses of water the locality will know if the water
resources are capable of supporting the proposed use
without having a negative impact on existing uses and
uses planned and previously approved.
